The investigation into the theft of 262 million rubles allocated to the Russian Guard for the protection of four Arctic ports has been completed. As Kommersant writes, several high-ranking officers turned a blind eye to the supply of overpriced snowmobiles and all-terrain vehicles to the northern units, as well as five boats made of low-quality materials, for a kickback of 10% of the state contract amount. After the onset of cold weather, the hulls and deckhouses of the ships cracked, making them unsuitable for operation.
The defendants in the case were the head of the department for analysis and development of measures for anti-criminal protection of objects of the Main Directorate of Private Security of the Russian Guard Shalva Museliani, the head of the department for the formation of a unified technical policy of the department Sergei Vorobyov, his deputy Alexander Shvetsov, the deputy head of the public procurement department Alexander Zhilyakov and the head of the procurement department of communications and special equipment Ilya Makaveev.
Colonel Museliani is considered the organizer of the scam and the only one who is not in a pre-trial detention center, but on the international wanted list. This is a very interesting character. A native of Georgia, he made a career in Moscow in law enforcement agencies. At the beginning of the 2000s, he was considered the fiancé of the famous gymnast Alina Kabaeva. Things were heading towards a wedding, which for unknown reasons did not take place. The couple broke up.
It was Museliani who attracted Vorobyov, Shvetsov, Zhilyakov and Makaveev, who were directly involved in the purchase of special equipment and the preparation of technical documentation in the Russian Guard. In 2018, they held a tender for the purchase of five boats, one hovercraft, three all-terrain vehicles and eight snowmobiles. The equipment was needed by private security to catch the so-called swindlers – workers who steal raw materials or products from the enterprises where they work. 376 million rubles were allocated from the budget for this. The only supplier was the St. Petersburg Research and Production Enterprise Aviation and Marine Electronics, part of the Defense Technologies concern.
In 2021, the purchase was checked. The fact is that the hulls and deckhouses of the boats turned out to be made of poor quality polyethylene, not suitable for use in the Far North. In addition, it turned out that the terms of the tenders were specially tailored to the products of the mentioned concern. As a result, the cost of purchased cars has also increased. Plus, after the interrogations, numerous details of the corruption scheme were revealed.
The actions of five National Guard members are classified as bribery, theft and abuse of power. Representatives of the contractor “Defense Technologies” Alexander Beskrovny, Pavel Vakulov, Nikolay Zhurkov will also sit in the dock for fraud.
