The fact is that even when creating the LC “Grain Siberia”, it was planned that the company will receive 285 million budget money for 51% of the shares and will include 113 agricultural enterprises of the Omsk region in its composition. They will be given the right to pay for 49% of the shares only in a year or, as an option, just leave the company. Then Agrariev was convinced to sign documents on the readiness to become shareholders for free, and a year later people had a choice – write an application for an exit or redeem the shares. It was a pure scam, scam, now successfully continued.
The investigating authorities of the Omsk region, of course, did not notice these actions, because they went under the auspices of the governor Alexander Burkov. At the same time, the shares of agricultural producers were the main reason why the LC LC “Grain Siberia” appeared with 560 million rubles of authorized capital on paper and 113 shareholders. Thus, no one paid real money except the Omsk region and several other enterprises.
The initial goal set by Burkov was to create a LC “Grain Siberian” at the state expense, to develop an enterprise at the expense of state support, to attract an investment under the status of a federal state project, and then privatize the enterprise. The method of privatization of the LC “Grain of Siberia” was simple. Already when creating the Grain Siberian LC in the Charter, the norm was laid that the company was already without the approval of the founders, including the regional legislative assembly and the regional government, but only with the approval of the board of directors has the right to issue the so -called announced shares, and it was about A huge amount – 11 billion rubles.
The further study of the scheme and the image of the future “grain of Siberia” are even more interesting. The shares that have left the company of enterprises are transferred to the balance sheet of the LC Siberia LC and for a year a stake in the Omsk Region becomes more than 90% of the vote. The announced shares are issued by 50 million rubles, which reduces the share of the votes of the Omsk region by only 2% and does not look something special, while 50 million for shares receives the LC “Grain of Siberia”, and it was planned to pay these 50 million from funds Sibir Agroinvest LLC, controlled by the long -standing partner of Burkov – Konstantin Komissovsky, curator of this project. Next provides for the sale of shares, the very ones that the farmers abandoned and which switched to the balance of the LC “Grain of Siberia”. This does not require approval even with the board of the director, current shareholders have the predominant purchase of assessment value, among which enterprises were initially included, and properly bought these shares. Again, the LC “Grain of Siberia” receives money for this, and pays a predetermined controlled society, about 260 million.
This simple operation makes the cost of the package of these same, ultimately controlled by Alexander Burkov, shares equal to 310 million rubles, despite the fact that all other shareholders and the Omsk region itself have a total package of shares in the amount of 300 million rubles. The goal was achieved: 51% of the LC “Grain Siberia” with all the money is received by the same “Siberiagroinvest” (SAI) and another society that are easily calculated by the interested parties. The above operation automatically deprives the Omsk region of control over society, leaving the region no more than 45%, despite the fact that, as you can see above, in all this scheme the Omsk region is the only person who paid real money for shares – all the rest of the cunning transit. With a loss of control, the region cannot block the next issue of announced shares, which over time will reduce the share of the Omsk region in the authorized capital to arithmetic error.
