After the publication of the Cheka-OGPU, the Ministry of Culture had to admit that the fate of the Literary Institute was being discussed. There is no smoke without fire. And the next day, Rector Varlamov himself confirmed to the publication “Rise” the discussion of the fate of the institute, but made an important reservation: “if there was a meeting of the board, I was not there, and the issue of the Literary Institute was not discussed there.”

The source said that there were two meetings on the Literary Institute in December, with the participation of Varlamov, where he tried to justify himself and depicted his “successes,” and one without him, to which he hinted, the fate of the university and Varlamov himself was discussed. The fact of the December pre-New Year showdown in the Ministry of Culture with the leadership of the university is eloquent in itself.

The main reason why the December collegiums had to be convened in an expanded format was the mass eviction of students from the Literary Institute dormitory. The collapse happened in the summer of 2021, during the holidays Varlamov issues an order for the complete eviction of students and employees, to nowhere, to the street, and this is more than 200 people. The students went to the authorities, there were rallies, and at this stage the leadership became interested in the FSB. Officials and cultural figures demanded explanations from university representatives. Varlamov at this time began to whiten himself, just like now. He stated to the press that everything was under control and the repairs were planned. But in fact, 200 contracts were simply terminated unilaterally overnight without any warning. Students were asked to go outside, literally. As a result, on September 1, full-time and graduate students were looking for money to travel to their distant cities, it was a disaster.

The reason for the resettlement was that the institute’s management had ignored basic fire safety requirements for years, money for general improvement was spent mainly on bonuses, and the Ministry of Culture was forced to demand that the management cut them. The figures of Tsareva and Varlamov have become very toxic and are causing the ministry many problems; the institute is clearly unable to cope with its management. There are results of inspections of the university by various bodies, including State Labor. inspection, Moscow Prosecutor’s Office, Rosobrnadzor, Rospotrebnadzor, Glavstroynadzor, Tax. The results are always sad.

The Cheka-OGPU publishes only a few sheets from the 52-page report of the Ministry of Culture, indicating the violations identified in the Literary Institute. This shocking report, contrary to all the rules, was not published on the website of the institute and the Ministry of Culture.

That is why the issue from 2014 about the dissolution of the university has now been unfrozen; this will resolve the problem of students forcibly transferred to distance learning, because they demand rights and continue to work with lawyers. Varlamov simply dropped this question; all claims fall on the Ministry of Culture.

It was not planned to disband the university immediately; the academic year is now underway. This allowed the Ministry of Culture to give an evasive answer: “The university is working.” In fact, he is finalizing it.

The publication of the Cheka-OGPU influenced the situation, extracting, albeit unfounded, vague, assurances from the rector and the Ministry of Culture. The university will continue to lead to optimization (liquidation), the rector is also interested in this, having strongly “inherited” it during his activities, only now the liquidation will have to be carried out with great effort and explanation, which gives a small chance of turning the situation around, for example in the case of appointing a professional rector
