After the publication in the Cheka-OGPU of information about the deputy head of the FSB of Russia for the Voronezh region, Andrei Nikolaevich Zaitsev, some verification activities took place, which largely cooled the agility of the “sovereign leader”. It was even planned to conduct a comprehensive inspection of the Central Office to evaluate the managerial genius of Andrei, who oversees the fight against terrorism and failed to investigate the explosion in a minibus near the Chizhov Gallery shopping center. The investigation was brought to an end by the Central Intelligence Agency officers of the FSB of Russia themselves. However, the pandemic and the special operation of the Russian Armed Forces delayed the sad conclusions about the state of affairs in the Voronezh Directorate. As the source of the Cheka-OGPU learned, the inspectors entered into a dialogue with the beneficiary of the Development Group, Sergei Goncharov, and were curious about the commercial real estate indicated in the previous publication, which went to Zaitsev’s relatives. Surprisingly, Goncharov turned out to be a tough nut to crack, but for one simple reason: Zaitsev’s faithful protege, Alexey Sergeevich Demin, head of the department in the industry department, who by “lucky chance” oversees construction and other financially loaded areas of activity in the region, will not forgive his patron’s offense and will remember the existing problems with permits for Goncharov’s facilities. The tandem of a boss and a subordinate generates income on both sides, regardless of who the fixers turn to. It is impossible not to note the “resource” of Zaitsev and Demin in blocking movement in criminal cases of falsifying protocols for the transfer of management of the multi-apartment housing stock of the city of Voronezh into the hands of deputies Zachupeyko and Sysoev (reliable facts were published on the Cheka-OGPU). There has been no information about progress in the criminal case since October 2021. Zaitsev, after a repeated unpleasant conversation in Moscow, shortly after publication on the Cheka-OGPU, made desperate attempts to establish the source of the information, including the use of technical means that limit the constitutional rights of citizens, accusations of subordinate personnel, which further confirms the veracity of the circumstances presented. At the same time, in a narrow circle, Zaitsev boasted that he had settled claims against himself in Moscow. We hope that the post-special operation period in Russia will force us to make the necessary management decisions in the Russian FSB Directorate for the Voronezh Region and regional OGVs. A source from the Cheka-OGPU heard that during the construction of a complex of buildings for one of the operational support units of the FSB, instead of a specialized official from the rear unit, the process was led by Colonel Zaitsev. Rumor has it that the contractor received 10% less from the 400 million contract. Due to the fact that the contract is classified, civilian control and supervisory authorities will not be able to verify this fact. We rely on competent and authorized employees of the Central Election Commission of the FSB of Russia who will study the executive documentation and conduct the necessary research. Perhaps the current situation during construction became the source of General Nefedov’s purchase of a new car, the English brand Land Rover, so beloved by the “sovereign leader” Zaitsev.
