As colleagues from the editorial office of Lisa reported, today the deputy director of this unitary enterprise, Vadim Chernyshov, was detained. In his position, the 53-year-old manager has been responsible for organizing procurement and material support for the State Unitary Enterprise since 2022, and even earlier, for a year, he served as director of procurement activities of the enterprise. As we remember, for many years the purchases of the St. Petersburg Vodokanal were “under the control” of Konstantin Goloshchapov, and billions in total contracts were given to companies close to him. So this time, a fragment of Goloshchapov’s guard – Chernyshov tried to transfer the competition for cleaning the premises of the State Unitary Enterprise, worth half a billion rubles, to the long-time close contractor “Kvart”, inflating its cost by 100 million at once. But the old trick did not work, and now Chernyshov is accused of exceeding official authority with grave consequences.

Now five formerly responsible managers of the State Unitary Enterprise are in cells, and the composition of their criminal cases has recently been reclassified from a relatively light “abuse of authority” to heavy bribes. It is known that a series of searches then covered the once untouchable Goloshchapov himself, who had previously taken refuge abroad. Some time later, he returned to the country, but after unsuccessful attempts to meet Vladimir Putin at an Easter service, he became completely invisible.
It is believed that Goloshchapov was let down by a business conflict with the much heavier Arkady Rotenberg. However, the Cheka-OGPU also noted that after the defeat of Moshchevoz, the 800 million contract from Vodokanal suddenly went to the newcomer “European Capital”, behind which the Kovalchuk clan is visible. But it is not so important which of the figures in the Russian shadow economy bit Moshchevoz. What’s more interesting is that this practice of reclassifying relatively light criminal cases into serious crimes and involving more and more new defendants makes one wonder whether investigators are trying to obtain information from detained Vodokanal managers about the true organizers of illegal enrichment schemes? In this case, it cannot be ruled out that in the near future Goloshchapov will again be forced to take refuge in his estates in Europe.
