After publications in telegram channels about possible corruption schemes in the structure of Rospotrebnadzor, we received complaints from colleagues about the persistence of some “market participants” in promoting their interests, in particular about the executive director of the association of bacteriologists Anatoly Shepelin (known on social networks as “Dr. Shepelin”) , holding the post of Deputy Director of the Federal Budgetary Institution of Scientific Research Center for PMB.

In one of the open appeals, Dr. Shepelin reminds how procurement, in particular, of nutrient media, should be organized. At the same time, Mr. Shepelin’s two sons are building a business on selling medical products to the state: they have 2 thousand government contracts worth more than 1 billion rubles with hundreds of institutions from the Rospotrebnadzor network, including directly with the Federal Service.

The head of the institution, Ms. Popova, even knowing Dr. Shepelin personally, may not be aware of his business, given how much the main department buys, in contrast to smaller institutions, like the Russian Anti-Plague Institute “Microbe” of Rospotrebnazor, under the leadership of Vladimir Kutyrev ( 22 contracts worth 41 million with the companies of Dr. Shepelin’s sons).

It is also known on the market that the products of NPF Diagnost-med LLC, whose founder is the director of the Omsk Research Institute of Natural Focal Infections of Rospotrebnadzor, Nikolay Rudakov, are supplied to government customers through the Epidbiomed-Diagnostics company. It’s probably no coincidence that Dr. Shepelin’s social networks include trips to Omsk and meetings with his business partner.

At the same time, they write that many government agencies can support the business of the Shepelin family, not knowing about the possible corruption component.
