As our channel learned, by order of the First Deputy Chairman of the Investigative Committee of Russia Eduard Kaburneev, the materials of the criminal case were withdrawn from the investigation of the Investigative Directorate for the Southern Administrative District of the Main Investigative Directorate of the Investigative Committee of Russia in Moscow, Kirill Arkharov, and transferred for further investigation to the Main Investigation Department of the Investigative Committee of Russia. The senior investigator for especially important cases of the Main Investigative Directorate of the Investigative Committee of Russia, Yuri Lavretsky, was entrusted with continuing the investigation of the criminal case. suppression against Badrutdinov, as a result of which he was released from house arrest.
Let us recall that, according to the case materials, Badrutdinov is accused of misappropriating the assets of the company he created – Spetsstroyservis LLC. The criminal case was initiated by his former business partner, Senator Dmitry Savelyev, who became the beneficial owner of a 70% stake in Spetsstroyservis LLC at the end of 2017. Using this criminal case as a tool, Savelyev’s goal is to shift responsibility for bringing the company to bankruptcy onto Badrutdinov, who allegedly embezzled money from Spetsstroyservis LLC in 2018-2019.
At the same time, investigator Arkharov, who until recently was in charge of the criminal case, openly ignored evidence that the company’s funds, at the direction of Savelyev and his assistant Irina Kudryashova, were transferred to legal entities affiliated with him, and were also transferred in cash through the same Kudryashova , who personally signed receipts for receipt of money. Thus, Savelyev received a ten percent kickback for providing Spetsstroyservice LLC with contracts with Transneft PJSC.
Investigator Arkharov also ignored numerous demands from the Prosecutor of the Southern Administrative District of Moscow to eliminate violations committed during the investigation, which were expressed in the failure to carry out investigative actions aimed at confirming the fact of the withdrawal of assets of Spetsstroyservis LLC by order of Senator Savelyev, which the Cheka-OGPU also previously wrote about. The judges of the Chertanovsky District Court of Moscow also condoned Arkharov, who refused to accept any complaints from Badrutdinov and other defendants against the investigative authorities, and even granted the investigator’s petition, which was later recognized as illegal, to change the preventive measure for Badrutdinov, which we will talk about later. The undisguised desire of the investigator and the court to satisfy the interests of Senator Savelyev and, on the contrary, the obvious infringement of Badrutdinov’s rights occurred against the backdrop of numerous appeals and petitions appearing in the media in the interests of the Tatarstan entrepreneur.
The result of such a one-sided investigation and the public outcry that arose in connection with this was the transfer of the criminal case to the Central Office of the Investigative Committee of Russia, as well as the natural release of Badrutdinov from house arrest.
Once again we have to state that the level of professionalism and impartiality of the investigators of the Central Office of the Russian Investigative Committee is several orders of magnitude higher than their colleagues from lower divisions. We believe that, under the control of the Chairman of the Investigative Committee of Russia Bastrykin, the Main Investigation Department will continue an objective investigation of the case, with the identification of the real culprits of bringing the enterprise to bankruptcy and the final recipients of funds withdrawn from Spetsstroyservis LLC.
