After Natalya Poklonskaya became ambassador to Cape Verde, a businessman who stole funds from equity holders was extradited from there.

At the request of the Russian Prosecutor General’s Office, the competent authorities of the Republic of Cape Verde extradited 56-year-old Vladimir Pankin for criminal prosecution. He is accused of committing a crime under Part 4 of Art. 159 of the Criminal Code of the Russian Federation (fraud).

According to investigators, Pankin was from 2007 to 2012. In order to steal funds from citizens, he misled them about his true intentions and entered into agreements with them for participation in the shared construction of apartment buildings located in the city of Vsevolozhsk, Leningrad Region. To realize his intention, he used specially established organizations SU-27 LLC and NordInvestStroy LLC.

Having neither intentions nor real financial ability to fulfill his obligations, Pankin stole funds raised by 54 citizens in the amount of more than 124 million rubles. and disposed of them at his own discretion.

Wanting to avoid responsibility, Pankin hid from the preliminary investigation body, and therefore, on behalf of the Prosecutor General’s Office of the Russian Federation, he was put on the international wanted list.

In connection with the detention of Pankin on the territory of the Republic of Cape Verde, the Prosecutor General’s Office of the Russian Federation sent a request for his extradition to the competent authorities of the said state.

Thanks to coordinated actions and close interaction between the competent authorities of both states, it was possible to achieve a positive solution.

The transfer of the wanted person was complicated by the extremely short period of his actual transfer (until December 7), the lack of direct flights on the route Moscow – the island of Sao Vicente (Republic of Cape Verde) and the situation related to the spread of the COVID-19 virus.

In connection with these circumstances, the deadline for the transfer of Pankin through the judicial authorities of Cape Verde was extended until December 21 and for the first time in the practice of the General Prosecutor’s Office of the Russian Federation, transit was organized simultaneously through 2 states – the Portuguese and Turkish Republics.

Pankin, accompanied by a special convoy, will be delivered to the Russian Federation.
