According to the observations of the Cheka-OGPU, Russian security forces are noticeably strengthening their presence in regional administrations. Noteworthy is the fact that appointees of federal law enforcement agencies are sent primarily to border areas, which is due to the specific nature of the tasks in such entities.

The logic of the trend toward the power lobby was the appointment of Alexey Romakhin, a native of the Ministry of Internal Affairs, as Deputy Governor of the Omsk Region, Alexander Burkov, for relations with federal authorities. The decision indicates the intention of the security forces to strengthen their control in the region bordering Kazakhstan, where defense enterprises with government orders for the Northern Military District are also concentrated (Dmitry Medvedev recently visited the Omsk tank plant). The new “supervisor” from the federal security forces is tasked with monitoring cross-border customs traffic and suppressing possible provocations at the border. It is possible that Romakhin’s appointment may mean a desire to strengthen the influence of the security bloc on the “Ural group” before the gubernatorial elections.

In the Omsk region, Romakhin is known for his unsuccessful attempt to build a political career. In 2015-2016, he headed the regional branch of the LDPR party, but was unable to agree on a nomination to the State Duma. Recently he worked as the head of the department for work with government agencies at Yandex. It is noteworthy that in February of this year, Romakhin was spotted in the Northern Military District zone in the city of Stakhanov, LPR, in military uniform, accompanying the Omsk governor Burkov.
