According to the Cheka-OGPU, the cause of a large-scale failure in MREO departments was an error when updating the access control service (SUDIS-M) to the unified information and analytical service (ISOD) of the Ministry of Internal Affairs. Simply put, all databases, including the traffic police department, are frozen due to deficiencies in the new software that was supplied to the police department. SUDIS-M is responsible for identifying users so that no one else can use police data; the service also records who, at what time and for what purpose, accessed the ISOD. And without the stable operation of this essentially the main guardian of the security of all police information, even a poorly educated hacker can obtain any information, or, for example, re-register a car in his name, or even worse, disrupt the security system of weapon rooms.
