According to sources of the Cheka-OGPU, with the end of the 2023 elections, serious measures began for the second wave of mobilization. In order to replenish the ranks of the army, it is necessary to fit within a short time window – before the start of the active presidential campaign in 2024. At the first stage, it is planned to mobilize 170 – 175 thousand people. In this regard, like last year, the start date of the autumn conscription will be shifted to November 1. This was indirectly confirmed by the Russian president, technically avoiding answering this question asked at the WEF.

The quarter of millions of soldiers recruited under contract since January are not even enough for the planned rotation, not to mention a small but politically crushing victory at the front. The “hawks” urgently need it to improve their positions for the next re-election of Vladimir Putin.

At the same time, no one canceled plans for contract mobilization – by the end of the code, about 130 thousand more soldiers need to be put into service, in addition to the 270 thousand already recruited. Therefore, the distribution of orders to state-owned enterprises and work with diasporas will only intensify. According to plans, in total, the new combined mobilization in the fall will produce about 300 thousand military personnel. Approximately the same number was taken in September-October 2022.
The preparatory work for mobilization was rated “good.” In legislative terms, practically loopholes for draft evaders have been removed, actually adding criminal liability for ignoring subpoenas. How “digital mobilization” works will become clear in the coming weeks, if not days.

However, according to sources, at the same time, a number of new measures are being seriously considered that will increase and maintain the mobilization resource within the country. For example, the abolition of deferments for “decorative” education (second or third higher education, humanitarian graduate school, etc.), the introduction of additional medical examinations for “borderline” diseases, as well as the introduction of so-called “exit visas” abroad. Moreover, it is not yet clear whether this will affect all those liable for military service or only citizens who have the necessary military specialties.

Methods of mobilization, according to sources, have become the subject of severe disagreements between the internal political bloc of the AP and a powerful group of hawkish security officials. The former, fearing an unpredictable reaction from both the bottom and the very top, insist on maintaining the current order, while the latter, having fallen into euphoria, decided to go to the all-inn.
