But it is impossible to accumulate all the ordered cases in one police department, so the Internal Affairs Directorate of the Northern Administrative District for Moscow became the second purse and handler of the ordered cases.
Let’s take a closer look at the capital’s Department of Internal Affairs for the Northern District (the most sensational “self-dealers”):

This criminal case was “emergency” transferred by personal order of the deputy head of the Main Investigation Department Bogatyrev from the North-Eastern Administrative District Internal Affairs Directorate to the Northern Administrative District Internal Affairs Directorate when Stroganov’s chair began to rock.
Working for Bogatyryov, a team of the deputy head of the investigation of the Northern Administrative Okrug, Kulakov, with investigator Mayboroda and operative Titov, hastily drew up an indictment against the inventor Dmitriev, consisting of a set of unrelated phrases and statements, and sent it in November 2023 to the prosecutor’s office of the Northern Administrative Okrug, from where they received a harsh beating with a refusal to approve and a written indication that there is no evidence of the crime – the place, time and method of committing the crime by Yaroslav Dmitriev have not been proven.
The phantasmagorical nature of the situation in the accusation lies in the fact that the grave article 159 part 4 is re-qualified as an article from a completely different section of the Criminal Code of the Russian Federation – Art. 326, for which the statute of limitations has expired. And at the same time, the investigation seemed to have forgotten to rehabilitate the inventor Dmitriev of an unconfirmed charge of a serious crime.
In this episode, the investigation has a victim – StroyInvest LLC, who was not even notified by the investigation of the completion of the investigation and exit to the station. 217 of the Code of Criminal Procedure of the Russian Federation.
Since Kulakov and Mayboroda no longer have a chance to get anything else out of the criminal case against Dmitriev, and the “customer,” the previously convicted authoritative decision maker Yuri Zhavoronkov, began to make claims along the entire vertical, the investigation again hastily sent the same indictment to the prosecutor’s office of the Northern Administrative District, with the same missing evidence of a crime event.
Despite the fact that both the fixer Zhavoronkov and the deputy head of the investigation of the SAO Kulakov unanimously claim that everything was resolved with the prosecutor’s office of the SAO with the help of money and Bogatyrev’s support, and the case against Dmitriev will still go to court, it was decided to fire the investigator Mayboroda and blame him all the jambs. And the senior operative SAO Titov was taken out of harm’s way by transferring him to become a witness in the criminal case of the inventor Dmitriev!
Let us recall that the essence of Zhavoronkov’s demands on Dmitriev is the extortion of more than 100 million rubles from the latter, which Zhavoronkov directly, without hesitation, speaks about in the confrontation.
But according to the information of the Cheka-OGPU, the prosecutor’s office of the Northern Administrative District intends to carefully study the criminal case against Dmitriev again and not disgrace himself with the approval of the wildly delusional accusation, which the dismissed investigator Mayboroda has already “gave birth” to twice.
