The ideological inspirers and beneficiaries of these cartel schemes are Dmitry Ryabtsev and Evgenia Ermolaeva, former employees of one of the largest distributors of medical equipment, who in October 2016 created Focus-M LLC and began to slowly lure away the distributor’s clients. When all this was revealed, Ermolaeva and Ryabtsev transferred the company with 50 million in revenue to the mother’s friend Ermolava E.A. in 2018. a resident of the city of Kimovsk, Tula region, V.V. Oblitsova, who from an employee of JSC Zhilservis instantly became a successful businesswoman. Dmitry Ryabtsev continued to work under this scheme as an individual entrepreneur, simultaneously opening the company Aurora LLC for his sister V.V. Burova. An employee of Aurora LLC, S.S. Zhuravlev, simultaneously with performing his duties in the company, became a successful individual entrepreneur, participating in joint government auctions with Focus-M LLC. Evgenia’s mother, T.A. Ermolaeva, was also involved in this as an individual entrepreneur. Evgenia Ermolaeva herself registered LAB-TEST LLC in 2021, appointing O.V. Petrova, an employee of a Moscow kindergarten, to the position of general director.
The main task of this cartel is the simultaneous entry of controlled companies with FOCUS-M LLC into state auctions for the supply of consumables for the needs of medical institutions of the Moscow Health Department (IP Zhuravlev S.S. – 185 times, AURORA LLC – 99 times, IP Ryabtsev D.V. – 28 times, IP Ermolaeva T.A. – 4 times), in order to prevent bona fide suppliers from participating in state auctions under false pretexts.
