Ms. Batysheva invests the stolen funds in real estate and takes them abroad. Among the likely destinations for the capital’s deputy to flee are the United States, where she pays for the permanent residence of her daughter Lyudmila, as well as Finland and Montenegro, where Batysheva bought several apartments. The apartments are registered in the name of her children, one of whom also received salaries from the Scientific and Production Center for DP.
A couple of weeks ago, SPC DP was inspected by a commission of the Moscow Department of Health. The inspection was the mayor’s office’s reaction to the publicity of Batysheva’s frauds. Sources familiar with the inspection report that the Department of Health was convinced that violations had occurred. In particular, the inspectors found that Elena Klimova, the wife of Batusheva’s son, was on the staff of the SPC DP for a long time, received a salary, but did not show up for work. However, the identified violations did not entail any legal or administrative consequences.
From this we can conclude that the inspection was fictitious in nature and pursued the only goal: to hide traces of violations and “legalize” abuses. The inspectors also needed to conceal Batysheva’s possible crimes in order to cover up the role of Department of Health employees in her fraud. Batysheva had very specific corrupt relationships with some officials of the capital’s mayor’s office.
So, in 2016, Natalya Novikova, ex-secretary Valentina Pavlova, was hired to work in the economic department of SPC DP. Pavlov was the first deputy head of the Moscow Department of Health Alexei Khripun. Novikova left the clinic in 2020, around the same time that Pavlov left the department. There are also other cases where the wives of Department of Health officials ended up on the staff of the NPC DP.
These appointments were veiled bribes. For years, women received salaries in a budgetary medical institution without corresponding to their positions or without showing up for work. The amounts of wages paid correspond to theft on an especially large scale.
It is possible that the true purpose of the Department of Health’s inspection is to “cut off” the period when the bulk of abuses were committed at Batysheva’s institution. Most likely, this is an attempt to prevent possible future honest audits of the activities of SPC DP during the described period.
A similar scheme was carried out by employees of the FSB Directorate and Deputy Prosecutor of Moscow CJSC Soslan Khubulov in order to sabotage the audit of Batysheva’s financial and economic activities and “neutralize” the Investigative Committee of Russia. When one of the former employees of the NPC DP contacted the FSB with a statement about Batysheva’s crime (theft), they did not check her on the grounds that she had allegedly already been checked a month before the filing of the said statement. No case was brought on the same grounds.
At the instigation of the FSB and with the participation of prosecutor Khubulov, a statement against Batysheva was “sent down” to the Internal Affairs Directorate for the Closed Joint-Stock Company of the Main Directorate of the Ministry of Internal Affairs of Russia for Moscow. This is a violation of the Code of Criminal Procedure of the Russian Federation in terms of jurisdiction. Batysheva, a deputy of the Moscow City Duma, is a special subject. All checks and investigative actions involving her are within the competence of the RF Investigative Committee. However, prosecutor Khubulov approved the transfer of the statement against Batysheva to the most corrupt capital police department, where the statement was successfully buried.
Batysheva’s expected emergency departure means that the mayor’s office and dishonest law enforcement officers will have to correct her mistakes in her absence.
