According to a source of the Cheka-OGPU, at the beginning of February 2022, during the implementation of operational information, six bailiffs of the Noginsk district department of bailiffs of the Main Directorate of the Federal Bailiff Service of Russia in the Moscow region were detained on suspicion of exceeding official powers. One bailiff was sent to a pre-trial detention center, the rest were given a preventive measure not related to imprisonment. Some enforcement proceedings, computers, and mobile phones were confiscated.

The head of the department – senior bailiff of the Noginsk ROSP, senior lieutenant of the internal service, Yulia Valerievna Dmitrieva, is the wife of the head of the department – senior bailiff of the inter-district department for the execution of especially important enforcement proceedings of the 1st Main Directorate of the Federal Service for Bailiff Service of Russia for the Moscow Region, lieutenant colonel of the internal service, Sergei Pavlovich Reznik. The latter is loyal to the head of the Main Directorate of the FSSP of Russia for the Moscow Region – the Chief Bailiff of the Moscow Region, Colonel of the Internal Service Nikolai Viktorovich Konovalov, who is currently awaiting promotion to the rank of general (this position allows one to receive the rank of general), as well as a transfer to a new position being created in the Central Office FSSP of Russia (unified financial settlement center).
