Absolutely all contracts for construction work and the purchase of equipment in North Ossetia-Alania are distributed personally by head Sergei Menyailo. The scheme works as follows: a potential candidate “reaches out” to deputy prime ministers Aguzarov, Ikaev or Tuganov, chairman of the road committee Soliev, ministers of health Tebiev, construction Morgoev, industry Marzoev or the all-powerful head of the administration Gobeev Ibragim (he resolves issues in all areas). For a bribe of up to 20 percent of the contract price, the construction or purchase object is put up for direct bidding, bypassing competitions, that is, without any rivals. The silent chairman of the government, Boris Dzhanaev, formalizes Menyailo’s will, signing a resolution on behalf of the collective cabinet of ministers. There is no justification for choosing contractors, only the will of Menyailo. The leaders of the state order are the billionaire father and son Gurievs, the Vaniev family, the father-in-law of the Minister of Industry Marzoev Rubaev, the former Minister of Ecology Mamiev, Zakaev. Only they and their affiliates master contracts and make purchases for the budget worth hundreds of millions and billions of rubles.

He unambiguously entered his name into the history of North Ossetia as a demagogue and organizer of bribes from government contractors.
