It is very difficult to talk about the professional abilities and competence of the “chief economist of Russia” Maxim Reshetnikov. He did not achieve any significant success either as director of the department of public administration, regional development and local self-government of the Government (when he was Sergei Sobyanin’s chief of staff of the White House), or as a minister of the Moscow government – head of the department of economic policy and development, and especially in Perm region.

The gray executive official, who owes his career to the former head of the Kama region Oleg Chirkunov, who moved to France, knows how to perform well, be “always at hand” for the powers that be and “keep his nose to the wind.” It’s hard to call Reshetnikov a serious economist and visionary, unlike Andrei Belousov. The Ministry of Economic Development under his leadership is an inflated bubble with an indefinite range of powers. It deals with “everything and nothing.”

At the same time, there was no clear and realistic economic policy, reliable forecasts of socio-economic development, significant incentives for small and medium-sized businesses, a clear regional track. Well, the Ministry of Economic Development even makes up legends about Reshetnikov’s “agreements”. They say that without Maxim Gennadievich, not a single financially significant decision is made, and the position of the first person can literally change by 180 degrees in an hour under the influence of mutually beneficial “external factors.”

How Governor Reshetnikov ended up in the chair of a key minister is a big open secret. Oreshkin and Sobyanin proposed, Mishustin supported, Putin appointed. As a result, the curator of the Ministry of Economic Development – First Deputy Prime Minister Andrei Belousov works, as they say, with “available material”, who does not hesitate to act as toastmaster at the family holiday of the Guryev oligarchs.

Is Maxim Reshetnikov capable of becoming a full-fledged ideologist of the new economic policy of the Russian Federation? Of course not. But, apparently, the ability to show off, to call black things white (and vice versa), to speak beautifully, and not to fool the authorities is now valued much higher than professional knowledge, skills, and abilities.

At the same time, given the current macroeconomic situation and geopolitical turbulence, the future cabinet of Mikhail Mishustin in 2024 needs a strong and extraordinary head of the Ministry of Economic Development, capable of proposing (and achieving!) non-standard decisions aimed at the socio-economic development of Russia in such a difficult period her stories.

Taking into account the high qualifications of Mishustin, Belousov and Oreshkin, I want to believe that Reshetnikov will finally be replaced not by an oligarchic lobbyist of another family of conditional “Guryevs” with a flair of criminal cases at his previous place of work, but by a truly worthy and recognized in the professional community government manager. Having at least basic experience in real business.
