We have already told you more than once about how, after a series of searches by the economic police, the richest landlord in the Leningrad region, multi-billionaire Andrei Berezin, quickly fled from Russia to sunny Nice. They also wrote about how Berezin was scamming thousands of families who bought apartments in crumbling, sewer-flooded buildings from his Euroinvest Development holding. But ordinary people can take comfort – Berezin cheats his own partners, billionaires like himself, even worse, while remaining completely unpunished.
Let’s show an example. As colleagues from the editorial office of Lisa reported, the prosecutor’s office of the Leningrad region Vsevolozhsk challenged the decision of the council of deputies of the Zanevsky settlement to sell three land plots to the StroyInvest Okhta company. They intended to give 33 hectares of land in a suburban area, in close proximity to the Ring Road, to the developer without bidding at the cadastral value of 1 billion 250 million rubles, despite the fact that its market price is approximately 10 times higher.
But this story began many years ago, when the newly created StroyInvest Okhta LLC (SIO) leased these plots from the regional Committee for Natural Resources. Then the company belonged to Maria Abramovich, Berezin’s trusted person. Using the resource of his great friend and business partner, the governor of the Leningrad region, Alexander Drozdenko, he achieved the transfer of rights to this land from the committee to the authorities of the friendly Zanevsky settlement. Then SIO built several primitive sports facilities on one of the plots, and voila – the plan is ready for implementation, the land can be purchased and then built up with high-rise buildings, making a huge profit from the sale of apartments.
But it was already 2018, and Andrei Valerievich had been preparing for a long time to move to sunny Europe. He decides to sell the asset and sells it to his two partners: the founders of the O’Key retail business, Dmitry Korzhev and Dmitry Troitsky. Billionaires who decide to try their hand at large-scale housing construction are offered fabulous profits: by giving the state 39 million (this is how the embezzlers-municipals from Zanevka valued the land) they could earn up to 3.5 billion rubles. An agreement is reached, Berezin receives several hundred million, and SIO is re-registered under the denominations of Korzhev and Troitsky. But here’s the problem: by 2020, when all the paperwork was completed and the buyout could be carried out, information about the deal, as if by chance, became known to journalists. A scandal arises, Berezin’s friend Drozdenko feignedly wrinkles his eyebrows and bangs his fist on the table, the deal is rolled back. And they explain to Korzhev and Troitsky that several hundred more millions will be needed, which will provide assistance from the governor and will allow them to change the general plan of the settlement to “normalize the parameters.”
They regularly give money to Berezin, 3 years pass, the general plan really changes. Yes, the transaction price has increased to 1.25 billion, but the potential cost of future apartments for sale is already estimated at 10 billion. The deal is rapidly approaching and… Yes, this time the prosecutor’s office intervenes, and the situation again, as if by accident, becomes known to the press. And again a scandal, again a rollback, because there are elections in the yard. And Andrei Valerievich, sitting in sunny Nice, laughs heartily and prepares wallets to accept new hundreds of millions from the Dmitriev losers.
