Recently, Bastrykin once again destroys the Investigative and Transport Units (which, on his own instructions, should not exist for a year in principle).
At the same time, he gives instructions to prove within 24 hours his worth and the necessity of existence by initiating at least some criminal cases.
Probably, such vitality of independent Investigation in transport is explained a little more simply than it might seem.
The main beneficiary of this process is the godson of Alexander Ivanovich Bastrykin, who heads the key department in the transport investigation system of the Investigative Committee.
We are talking about the head of the Western Interregional Investigation Department for Transport of the Investigative Committee of Russia, already mentioned before in the Cheka-OGPU, Pavel Sergeevich Vymenets.
It is difficult to guess what logic dictated the decisions made by Bastrykin in his interests. First, the southern investigative department for transport will be attached to the Moscow one. Then, miraculously, the Moscow department is annexed to the North-Western (not vice versa), and this entire enterprise is successfully renamed North-Western, handing it over to Vymentets.
All this happens after the management’s decision to disband the transport investigation.
All this is accompanied by an exodus of highly qualified personnel from management. This is against the backdrop of a personnel shortage in the insurance system. Against the backdrop of the exodus of investigators from the State Investigative Directorate to the Prosecutor General’s Office. The North-Western Transport Investigation Department has become the most understaffed structure in the Investigative Committee system. It is necessary to understand that in their area of jurisdiction are all transport structures of the South of Russia, including the Crimean Bridge, and all southern seaports in the Ukrainian direction. Who and how should conduct investigative activities in today’s realities? The phrase “took personal control” no longer impresses anyone. What is needed is not “control,” but professional investigators with experience and qualifications relevant to today’s situation. And with a moral readiness to serve, and not “survive” at work. There is no such thing as valuing specialists at all. Vymenets’s constant flights and transfers in business class from St. Petersburg to Moscow do not allow him to concentrate on routine. Despite the oligarchic habits with multimillion-dollar offices renovated at private expense, this does not add comfort for full-fledged work.
Nor does it cause any discomfort when employees hang themselves in the workplace. The head of the Murmansk Department of the Transport Investigative Committee committed suicide right at his workplace. Leaving 2 young children orphans. Which earlier, as it turned out, spoke about the unbearable atmosphere at the service. The leadership of the investigation department avoided even a formal official check.
