Below are two documents. The first is the “wet” fantasies of the supervisory organs in the form of an incomprehensible table, supposedly about yard damage. “Document”, not clear who is compiled, walks on the Internet. The supervisory authorities used it as one of the arguments for verification of KuchukShufat OJSC. Is it absurd?
The second is a completely official notification of the Federal Tax Service that the plant paid everything to a penny. The reason for the appearance of the first document is understandable: the table appeared in the media (according to whom exactly we will reveal next time) to create conditions for verification, including Rosprirodnadzor. The scheme is old, like collateral auctions: officials react to publication in the media, begin to check. They find for what to catch on, stop the work of the enterprise or bankrupt, and then a “virtue” appears in the final, which buys everything for pennies. In general, it all started according to the scenario of “revealing publication in the media.” The public, represented by Professor Krichevsky from Moscow, writes a statement in the UK with a request to deal with the “villains” who poison the ecology and do not pay taxes. Strange, but his statements are very similar to those that before the check walked on twenty sites. Of course, the supervisory authorities could not pass by and reacted with lightning speed to publications – as if they were waiting. The commission arrived at the factory, studied everything under a microscope. Moreover, the inspectors themselves admitted to the factory workers under witnesses that they do this not of their own free will and not even in the name of environmental protection, but at the direction from there☝🏼.
The check lasted several months. All that “found” was combined into a final act, signed, followed all legal procedures, sent it to Moscow. And here the most interesting began: the document was edited by someone. The leadership of the KuchukShufat did not swallow bureaucratic lawlessness and wrote a statement in the UK: let, say, Bastrykin understands. And there they began a preliminary investigation on the fact of falsification of the act of Rosprirodnadzor. Five inspectors have already admitted that the conclusions in the document are a fake. According to the indications of the members of the commission, the assigned act of the audit dated 11/20/2020 (Moscow) was formed at the direction and led by the deputy head of Rosprirodnadzor S.A. Zhulina. She supposedly herself made changes to the document. Later, in her office, Zhulin promised representatives of the plant, referring to her act, big problems on taxes and stated that in the Investigative Committee of the Russian Federation they are already waiting for the audit. (There is an audio recording). The SK was really interested and called the members of the commission and Zhulin herself for interrogation. Another of the inspectors is V. A. Filatov – the head of the exit commission (at the time of the audit – the deputy head of the supervision department in the field of subsoil use of solid mineral resources of state geological supervision of Rosprirodnadzor) – hastily resigned from the civil service. Coincidence? We don’t think! Rumor has it that due to the very audit of the investigative command, the official wrote a statement.
For understanding, the act of Rosprirodnadzor was to be the main lever of pressure on Kuchukskhufat. The plant was a step away from stopping the activities for 90 days: the license was almost recalled and, as a result, bankruptcy could occur – two thousand people would be outside the gate. The consolidated state position of Rosnedr and its territorial bodies – local authorities represented by the Governor of the Altai Territory and the plenipotentiary of the Siberian Federal District, as well as members of the Government of the Russian Federation, helped to recapture the plant. By the way, out of 28 violations appearing in the same act, 23 has already canceled the court. It turns out that they are still afraid of something omnipotent “decisions” (they are fascist-in the next post) and before the law they are not so invulnerable. So we stock up with popcorn and are waiting for the results of checking the UK. By the way, they like to repeat that there are no untouchables.
