Feshchuk is a colleague and friend of Vladimir Kolokoltsev at the Moscow RUBOPU.
While still the head of the capital’s Central Internal Affairs Directorate, Vladimir Kolokoltsev publicly declared at a corporate party at the headquarters that he would make Anatoly Feshchuk a general. He received the rank of major general in November 2013. At that moment, Kolokoltsev was already in the position of minister.
There was another interesting point in the general’s biography. About 5 years ago, FSB officers received information about 15 police officer IDs issued to civilians. The wife of Vitaly Krasnov (then deputy head of the department of civil service and personnel of the Ministry of Internal Affairs), who worked in the department, was involved in this story. Then the FSB sent an inspection to the Main Directorate for Security of the Ministry of Internal Affairs, and they sent it to the northwestern district. General Feshchuk was called to the carpet, but due to strange circumstances the case was closed, and the employee who transferred the materials to the FSB was imprisoned for 4 years on completely far-fetched charges.
Anatoly Feshchuk came to the position of head of the Internal Affairs Directorate of the Closed Joint-Stock Company with a freshly received incomplete official compliance at the Main Directorate for taking a selfie in the morgue of his subordinates. While working at the Internal Affairs Directorate of the Closed Joint-Stock Company, Feshchuk got into trouble with other generals when his friend, the former head of the Kamchatka Territory Ministry of Internal Affairs, Mikhail Kiselev, was arrested. But there is nothing stronger than the old Rubopov friendship. And here he is the head of the UEBiPK.
