Quite miraculously, the previously convicted Gulaev Ibragim Bersalievich, the president of the Charitable Foundation for Social Initiatives “People’s Unity” Rappoport Alexander Lvovich and the Soviet Komsomol leader Lema Alaudinovich were involved in the theft scheme.
Judging by the available data, this trio systematically engaged in “scams” according to a fairly simple scheme. Gulaev took money for various projects under the guarantees of respected people – Rappoport and Kasaev. He did not return the money or returned an insignificant part, wrote receipts, and promised returns with interest “in the near future.” The “nearest time” never came, the “guarantors” Rappoport and Kasaev, in extremely upset feelings, threw up their hands and promised to “do everything possible in this situation.”
The trio made a mistake on the next victim, who, fearing possible deception, recorded all the conversations and promises of Gulaev and the “guarantors”, starting from their first meeting. The three spoke over several hours of audio recordings.
Gulaev talked about serious connections in government agencies and the Presidential Administration, fortunately he rented another office on Myasnitskaya, 47 in the building of the Federal State Budgetary Institution “Administration for the Maintenance of Housing Funds” under the Presidential Administration. Then, in the office of a charitable foundation, in the offices of which Orthodox icons hang, Rappoport talked about his personal guarantees, connections and numerous successful projects with Gulaev. Kasaev echoed them, talking about the laws of honor and the customs of the highlanders. And of course, about guarantees, connections, successful projects.
After connections and guarantees once again did not work, and the trio launched the usual hurray about “difficulties” and “return in the near future,” the victim filed a statement with law enforcement agencies.
