A source from the Cheka-OGPU told the details of the detention of the head of the migration department of the Khanty-Mansi Autonomous Okrug police, Oksana Semenova. Like many other OVM leaders, she was caught taking bribes for registering migrants and selling patents. However, not everyone is lucky enough to be “on the payroll” of one of the leaders of the Tajik community in the north and perhaps the main builder of the region.

As follows from the case materials, which the source is familiar with, problems for Semenova and her entourage began almost simultaneously with the start of the campaign to force migrants and “fresh” citizens of the Russian Federation to be sent to the front line. Probably, the police were unable to implement the center’s plan, much less talk harshly with representatives of the diasporas, from whom new volunteers are asked to go to the front every month. Semenova could hardly demand anything from Shermakhmad Norov, one of the founders of “Vahdat” in the Khanty-Mansi Autonomous Okrug and the owner of Spetszastroyshchik Norstroy LLC. This company is one of the main suppliers of housing purchased by the authorities of Khanty-Mansiysk. The businessman is hardly the only one who is involved in major renovations of buildings, because he consistently wins all competitions. Over the years, Norov, whom many residents of the “renovated houses” have never seen, has accumulated a lot of questions about why, in particular, workers who came from eastern countries have no idea about construction work. Of course, his compatriots are cheap labor from Tajikistan. But the builder’s portfolio contains 1.5 billion rubles allocated from the treasury. The influential businessman, judging by the source, began paying Semenova back in 2018, when she was not yet the head of the department – in total, Norov allegedly gave the policewoman 238 thousand rubles. Obviously, these are only minimal handouts, judging by the scale of construction that Shermakhmad and his son Farrukh launched in Khanty-Mansi Autonomous Okrug – he is also heavily dependent on orders from the Property Department. And, by the way, he is also in no hurry to fulfill his duty to the Fatherland.

In general, Semenova is one of many heads of migration departments and departments who failed to cope with the responsibility of recruiters and ended up in development for the affairs of past years. Obviously, almost every OVM leader can tell you a story about how he took money for registering migrants. Another point is that now businessmen like Norov will have to establish contacts with the new management – under what conditions it is also clear. The more compatriots (even former ones) enroll in the ranks of the Armed Forces, the easier it will be to resolve issues with registration and patents.
