A source from the Cheka-OGPU told interesting details about the identity of the hero of a major corruption investigation – about the theft of funds during the construction of Shoigu’s main project – the National Center for State Defense Management (NTSUOG) “Center 2014”. We are talking about the former receiver of the Ministry of Defense, Marchukov, who made a deal with the investigation. According to the source, after leaving his place as a receptionist, Marukov found a job in the department of military missions as the head of a department, whose responsibilities include personnel appointments to the heads of military missions. He did not intend to stop his previously extensive activities in RTI and appointed a successor from among “his own”. In the course of his activities, he fired those he didn’t like and appointed his own, loyal to him, who in turn took on certain responsibilities that still exist. Those appointed under the patronage of Marchukov do not forget their patron. This is especially clearly visible in the rocket and space industry, where Marchukov’s friends have settled in the top management, thereby helping his own people cover up unfinished work and turn a blind eye to theft.
Earlier, a source of the Cheka-OGPU said that it is one of the most high-profile cases related to the Ministry of Defense, leading to the head of the military representation department of the Ministry of Defense, Major General Oleg Stepanov, ex-Deputy Minister of Defense Mikhail Mizintsev (now at PMC Wagner), and, if desired, to the minister Sergei Shoigu.
It all started with the detention of Marchukov’s subordinate Kozlov for accepting a small bribe for the employment of an employee in the military acceptance department. Kozlov was asked to conclude a pre-trial agreement and tell not only about the episode with a small bribe, but also about other well-known crimes. He began to testify against Marchukov, for which he received a suspended sentence.

Marchukov was charged with the same episode of bribery for employment, as well as two other episodes of receiving bribes (for general patronage and in the form of an apartment) and fraud in installing software on radar complexes.

Initially, Marchukov did not agree to a deal, but after the episode with a bribe for employment “disappeared”, he decided to enter into an agreement and testify on other episodes known to him. In particular, based on the facts of theft of funds from NCUOG, Marchukov was “inscribed” in the schemes. According to his testimony, the ex-deputy general director of PJSC RTI, Vyacheslav Lobuzko, was arrested by the ex-commander of the division of the 3rd separate air defense army (missile attack warning system).
