A source from the Cheka-OGPU spoke about a pre-investigation check due to the state contract of the Ministry of Internal Affairs for the supply of radio equipment worth 216 million rubles. The head of the logistics organization department of the Department of Logistics and Medical Support of the Ministry of Internal Affairs of Russia, Sergei Gorelik, who was involved in several corruption scandals and Saikom LLC, represented by General Director Dmitry Makagonov, was suspected of being involved in the scam. In 2017, based on one application, a government contract was concluded for the supply of analogue and digital radio communications equipment of the Vikhr brand (country of origin Russian Federation) of various modifications for a total amount of 216,990,072 rubles. According to investigators, the businessman stole funds through deception, and the Ministry of Internal Affairs of the Russian Federation, in turn, paid for goods that were not equipment manufactured in the Russian Federation and did not meet the requirements of the tender documentation. A deception involving substitution of names: a label with the name “Whirlwind” was simply pasted on Chinese and Japanese devices; it was discovered long ago by the police themselves. For a long time, except for radio amateurs on forums and the users of radio stations themselves, no one paid attention to this. But the other day, a pre-investigation check was ordered at the Zamoskvoretsky department of the Investigative Committee.
