Apparently they hope that the active construction of defense lines in the Belgorod and Kursk regions will encourage local men to sign up as volunteers.

It is being discussed that this number of volunteers will be enough instead of 500 thousand mobilized, the difference in quality and motivation will provide compensation of 20% in quantity. But with this approach there will be many times fewer fines, which means that PMCs do not plan to provide any more reinforcements at all.
