As the Cheka-OGPU found out, they planned to select about 15 thousand fighters for the new, emphatically paramilitary organization. At first, the passing bar was really high: candidates were mercilessly screened out, recruiting only those who had combat experience behind them, were in excellent physical shape, and even had a good education. However, due to the decline in the level of applicants, the requirements gradually decreased. Now, when only about a third of the planned staff is in the ANO, almost drug addicts, criminals and even citizens who have not served may be included in Sobyanin’s special forces. As a result, discipline within the team has also decreased, and the youngsters who have grown fat on the minimum salary of 175 thousand rubles do not all pass the standards at the quarterly recertification.
According to the documents, the most modern weapons were purchased for the needs of the ANO “Departmental Security of the Moscow Government”, the employees were quartered in well-kept barracks and official housing. In fact, the construction has not yet been completed and the barracks have not been put into operation, although all deadlines have already passed.
After the first publication of the Cheka-OGPU about “Sobyanin’s special forces”, it was decided to use security guards doing nothing for the benefit of the capital.
