This voyage takes place under the auspices of supposedly checking the territorial bodies of the Ministry of Emergency Situations, and in order not to drive the Superjet for the sake of Martynov alone, a commission consisting of representatives of the structural divisions of the Central Asia Ministry of Emergency Situations, numbering more than 10 people, flies with him. The commission at the Main Directorates is already waiting with ready-made certificates on the state of affairs in the areas of detail, and the commission simply sits and waits for D.V. Martynov, who meets with the governors of the constituent entities. A delegation visit usually lasts about 3 hours in each region. The purpose of Martynov’s visit and acquaintance with the heads of regions is related to the fact that he is aiming for the post of deputy minister. There are problems with this though. Martynov also continues to serve as an “ambassador” for Ramzan Kadyrov.
