A source from the Cheka-OGPU said that on February 8, the FSB Directorate for St. Petersburg detained the “gray cardinal” of the North-Western Customs Administration, Lieutenant Colonel of the Operational Customs Fyodor Gerasimov (Uncle Fyodor). The position does not convey the influence that Gerasimov actually had in the customs service, so the investigation promises to be extremely interesting.

Officially, Gerasimov’s case looks like this. On February 8, the Western Interregional Investigation Department of the Investigative Committee of the Russian Federation opened a criminal case under Part 3 of Art. 291.1 of the Criminal Code of the Russian Federation (bribe), in relation to the former major of the customs service Vasily Spiridonov and the lieutenant colonel of the customs service of the North-Western operational customs Fedor Gerasimov
They gave a bribe to the deputy head of the customs control department at the Lesnoy Port Chernobai customs post.
Spiridonov and Gerasimov asked Chernobay for a bribe to speed up the procedure for registering bunker fuel for ships leaving the territory of the EAEU. However, he preferred to report the proposal “where it should be.”

As a result, employees of the St. Petersburg FSB Directorate detained Gerasimov and Spiridonov while handing over the money.
The source says that this story may have an interesting continuation, given Gerasimov’s personality.

During his years of service in the customs authorities, Fedor Aleksandrovich managed to head the operational departments of the SEC in St. Petersburg and Petrozavodsk. At one time he was the deputy head of the SEC of North-West Technical University. Then he became listed as an operative in the department supervising the Baltic customs.

According to the source, “Uncle Fedor” established operational contacts with promising figures in the law enforcement block of customs and its functional units, such as the operational search department, the customs value control department and the department for control and application of the risk management system. Further, through employees of these departments, Gerasimov announced a list of small legal entities – importers, who did not particularly stand out from the total mass of companies registered in the Baltic customs zone. When submitting customs declarations for goods from these importers, the customs inspectors accepting the declaration released it as quickly as possible without conducting checks, thereby importers under the patronage of Fedor Alexandrovich received a preference that allowed them to save as much as possible on costs during customs clearance of goods, and this already gave the opportunity to sell goods at prices lower than competitors and to be in maximum demand on the market.

Gerasimov was also an active participant in the “customs warriors”.
