They gave a bribe to the deputy head of the customs control department at the Lesnoy Port Chernobai customs post.
Spiridonov and Gerasimov asked Chernobay for a bribe to speed up the procedure for registering bunker fuel for ships leaving the territory of the EAEU. However, he preferred to report the proposal “where it should be.”
As a result, employees of the St. Petersburg FSB Directorate detained Gerasimov and Spiridonov while handing over the money.

During his years of service in the customs authorities, Fedor Aleksandrovich managed to head the operational departments of the SEC in St. Petersburg and Petrozavodsk. At one time he was the deputy head of the SEC of North-West Technical University. Then he became listed as an operative in the department supervising the Baltic customs.

Further, through employees of these departments, Gerasimov announced a list of small legal entities – importers, who did not particularly stand out from the total mass of companies registered in the Baltic customs zone. When submitting customs declarations for goods from these importers, the customs inspectors accepting the declaration released it as quickly as possible without conducting checks, thereby importers under the patronage of Fedor Alexandrovich received a preference that allowed them to save as much as possible on costs during customs clearance of goods, and this already gave the opportunity to sell goods at prices lower than competitors and to be in maximum demand on the market.
