At the beginning of 2017, Belyakovsky, who was then an assistant city prosecutor, plucked up courage and without thinking much about the consequences, demanded a bribe from the director of the institution for “not identifying” violations that had become known to him as a result of the inspection.
The director of the center, who recorded Belyakovsky’s demands on a tape recorder, contacted the internal security department of the Moscow Region prosecutor’s office, where, despite confirmation of the fact of extortion, the case was “hushed up.”
Feeling his impunity, Belyakovsky continued his corrupt path to success. Abusing his official position and putting pressure on the local administration, Belyakovsky, who wanted to “move out” from his alcoholic father, bypassing the queue and the requirements of the Law, obtained an apartment in a new building on Kashirskoe Highway intended for relocation from emergency housing.
Also, under the patronage of Belyakovsky, Maria Ryapolova, who had an intimate relationship with him, was appointed to a leadership position in the local municipality. She had previously worked in the district bailiff service under his supervision and carried out various “schemes” on his instructions.
Despite the “wolf ticket” he received as a result of the corruption scandal, having adopted the “manners” of the leadership and sacrificing his “principles” for the sake of career growth, Belyakovsky “surfaced” in the notorious Glavka, where he continues to lobby his interests to this day.
