According to investigators, an employee of the Ministry of Internal Affairs, being right next to the police department, received almost 19 million rubles from representatives of the construction companies “DMSK Group” and “Technology of Restoration”, promising that he would help businessmen receive government orders for the restoration of historical buildings, bypassing tenders. For example, a cunning policeman told the owners of DMSC Group that they themselves would be able to choose the desired object from which they would receive a good profit.

Both companies are associated with the family of Artem and Dmitry Lopatin, who have been engaged in major renovations of houses for several years. Previously, “Technology of Restoration” belonged to Alexander Fedotov, co-owner of the company “Infopravo”, which provides legal services. Also behind the “lawyer” are several LLCs involved in restoration and construction. In addition, Fedotov is known as an “FSB employee” who previously worked with the largest supplier of IT solutions “SGT IT”. His family connection with the head of the Department of Internal Affairs for the Tagansky district, Sergei Anatolyevich Fedotov, can also be traced.
