Local FSB investigators found out that the policeman, being aware of all the upcoming operational activities and checks against migrants, leaked information to the heads of diaspora communities. Mostly, foremen and owners of construction sites where there were many illegal immigrants received warnings from Goncharov. Over the past few months, Goncharov’s colleagues began to notice that as soon as the raids took place on the “land” under his control, construction sites became “sterile” from foreigners, everyone on the ground had registration documents and patents, and it was impossible to find fault with anyone. Everyone realized that there was a “rat” in the police – it took almost six months to catch the informant, and in the end it was possible to prove that Goncharov was involved in leaking operational data. The captain was charged with abuse of authority, but the case is only beginning to gain momentum. It turns out in the interests of whom the head of the migration department acted – Orenburg businessmen, whose construction projects could have been frozen if illegal immigrants had been found on them, or the “seniors” of migrants, who could simply pay Goncharov for their peace of mind.
