A scandal is breaking out in Tatarstan around the theft of funds from the National Welfare Fund and the local budget. The amounts stolen from the construction of just two highways amount to hundreds of millions of rubles. And in order to hide the thefts, in Tatarstan they are trying to bankrupt the construction company BSL Engineering, which performed all the main work. They received all the kickbacks from the company, refused to repay the debts accumulated since 2020 and now, as they say, “in expense.” The courts in Tatarstan, at the same time, show amazing myopia. BSL bankruptcy cases are in full swing, debt balancing and the absence of signs of bankruptcy are ignored, and processes to pay off debts to BSL are carefully slowed down by postponing meetings for months!
In December 2020, the BSL Engineering company began construction of the M-12 stage 7 highway. The project was valued at 3 billion rubles. The work was carried out according to the “advanced financing” system. The fact is that federal funding was late, and in order to stay on schedule, the main contractor, BSL Engineering, carried out the work at its own expense. Federal funds were received according to the following scheme: to the treasury + customer + general contractor + Volgadorstroy LLC and then BSL Engineering through preliminary protection in the state company and Volgadorstroy LLC of the amount required for the work.
In January 2022, Avtodor Group agreed on the allocation of another advance of 600 million rubles. The money was transferred, but did not reach BSL. Voglgadorstroy, which received the funds, refused to transfer the received funds. The BSL company continued to build the road for some time using loan funds (132 million rubles), but then they ran out. By the way, the fate of these 600 million is still shrouded in darkness.
At this time, BSL’s creditors filed applications to declare the company bankrupt, despite the existing collateral for a real estate loan with an estimated value exceeding the creditor’s requirements. BSL Engineering itself is confident that the ears of Volgadorstroy LLC and its high-ranking patrons are behind the bankruptcy filing. But that’s not all.
Starting in 2019, BSL Engineering, together with Volgadorstroy, built the Big Kazan Ring highway. Deputy Prime Minister of the Russian Federation Marat Khusnullin and the head of the Republic of Tatarstan Rustam Minnikhanov were present at the solemn launch ceremony of the “Ring”.
For that construction, the general contractor Volgadorstroy owed the contractor BSL Engineering 125 million rubles. The general contractor received money from the budget, but did not transfer it to the one who performed the work, and this is BSL. The debt was confirmed by an independent expert organization appointed by the court within the framework of the arbitration case A65-8800/2022. For clarity, it is worth mentioning that Voglgadorstroy was closely associated with the former head of the Ministry of Transport of Tatarstan and a relative of the head of the republic Minnikhanov, Lenar Safin.
Attempts to recover money through the courts are met with opposition. Appeals to federal law enforcement agencies do not yield results. The materials for testing are sent down to Tatarstan, where they are safely washed away. The consideration of the case regarding the debt of 125 million rubles has been dragging on and has been going on for a year and a half. The next meeting is August 7, 2023. And there is no certainty that this time the Arbitration Court will examine the documents confirming the fact of the debt and oblige Vogadorstroy to pay the bills. Apparently too many high-ranking former and current officials of Tatarstan are not interested in this.
