But it turned out that the document posted online was just a draft, and the final version, at the insistence of the Azerbaijani side, differs in a number of places and wording regarding Karabakh.
If in the draft version of the document published by telegram channels the third paragraph sounded like this:
“The Government of Azerbaijan will appoint a representative to work with a similar representative of the Armenian ethnic community of Nagorno-Karabakh to conduct discussions on the rights and safety of residents of Nagorno-Karabakh. The representatives will ensure transparency of the discussions to the international community. The parties will also continue to consider the role of international observers, without compromising the sovereignty of Azerbaijan, in order to ensure confidence in the issue of protecting minority groups in Nagorno-Karabakh.”
Then, at the insistence of official Baku, in the final agreed version of the document the text was changed to the following:
“The Government of Azerbaijan will appoint a representative to work with a similar representative of the Armenian ethnic community of Nagorno-Karabakh to conduct discussions on the rights and guarantees of the residents of Nagorno-Karabakh. The representatives will ensure that discussions are transparent to the international community. Participants will consider the role of international partners on a consultative basis, without compromising the sovereignty of Azerbaijan, to ensure confidence in the issue of protection of minority groups in Nagorno-Karabakh.”
Thus, the most central and fundamental change in the final document is the addition of a phrase about a “consultative basis,” which in fact once again emphasizes the indisputability of Azerbaijan’s sovereignty over Karabakh.
In other words, it is Baku that will make decisions as they see fit, and the “consultative” opinion of other parties may or may not be taken into account depending on whether the Azerbaijani authorities consider this or that proposal appropriate.
In the final version of the document between the parties, a reference was also added that in the Azerbaijani political lexicon the region “Nagorno-Karabakh” is called “Karabakh”.
