The chaos in the Main Directorate for Migration Issues (GUVM) of the Ministry of Internal Affairs of the Russian Federation, under the leadership of the repeated heroine of the publications of the Cheka-OGPU, Police Lieutenant General Valentina Lvovna Kazakova, continues.

At the beginning of 2023, the GUVM announced a new database for the provision of all public services – GISMU (state information system for migration registration), which should gradually replace the outdated PPO “Territory” database.

The creation and development of the new base took several years and enormous amounts of money were allocated from the budget.

According to the source, Kazakova said at all meetings that the new base would be a real “breakthrough” in the Ministry of Internal Affairs system, and it would become much easier and more convenient for employees on the “ground” to work and provide public services to citizens.

GISMU gradually began to be implemented to work in different regions of the country, in “test” mode, before transferring to the Moscow region to work with this database.

However, this “miracle database” turned out to be so “raw” that it was simply impossible to work with it – constant technical problems, due to which it was impossible to even enter the database, slow work, regular failures. And this is only a small part of the problems faced by local employees.

But not numerous complaints from employees, not complaints from citizens who could not receive the service for several weeks, did not prevent Valentina Kazakova from giving the order to launch GISMU in the Moscow region from April 2023.

Over the 10 months of work with the new base, employees in many departments of Moscow and the region simply began to quit their jobs, because it became unbearable to work in such conditions. The database may not work for several days in a row, and if it does work, it is very slow and with constant interruptions. To constant complaints from employees, management has only one answer: “Who has it easy now?” .

But the number of complaints from citizens who cannot receive government services on time is increasing exponentially every day.
