The main organizer and inspirer of the group is the doctor of historical sciences, the former deputy governor of the Novosibirsk region Victor Kozoda. He knows the scientific environment well and even worked as the acting director of the Institute of History of the Siberian Branch of the Russian Academy of Sciences. In addition, the goat was actively engaged in public relations and mass communications. But after his academic and political career did not set, the goat went to black PR and began to accept orders to discredit former colleagues.
The closest business partners of Kozodoy are his partners and in life, the current first deputy governor of the Novosibirsk Region Yuri Petukhov and the deputy of the Legislative Assembly of the region Konstantin Antonov.
