We, the President of the Azerbaijan Republic I.G. Aliev,
Prime Minister of the Republic of Armenia N.V. Pashinyan and President of the Russian Federation V.V. Putin, said the following:
1. A complete ceasefire and all hostilities are announced in the Zone of the Nagorno-Karabakh conflict from 00 hours 00 minutes Moscow time on November 10, 2020. Azerbaijan Republic
And the Republic of Armenia, further called by the parties, stop at the positions they are.
2. Agdam district and the territory held by the Armenian side in the Gazakh district of the Azerbaijan Republic are returned to the Azerbaijani side until November 20, 2020.
3. Along the contact line in the Nagorno -Karabakh and along the Lachinsky corridor, the peacekeeping contingent of the Russian Federation in the amount of 1960 military personnel with small arms, 90 armored personnel carriers, 380 units of road and special equipment are deployed.
4. The peacekeeping contingent of the Russian Federation unfolds in parallel with the withdrawal of the Armenian armed forces. The term of stay of the peacekeeping contingent of the Russian Federation is 5 years with automatic extension for the next 5-year periods, if none of the parties will declare 6 months before the expiration of the intention to stop the application of this provision.
5. In order to increase the effectiveness of monitoring the implementation of the parties to the conflict, the peacekeeping center for control over the cessation of fire is deployed.
6. The Republic of Armenia, until November 15, 2020, returns the Kelbajarsky district to the Azerbaijan Republic, and until December 1, 2020, the Lachinsky district, while leaving the Lachin corridor (5 km wide), which will ensure the connection of the Nagorno -Karabakh and Armenia and at the same time will not affect the city of Shush.
By agreement of the parties in the next three years, the plan for building a new route of movement along the Lachinsky corridor will be determined, which provides a connection between Stepanakert and Armenia, with the subsequent relocation of the Russian peacekeeping contingent to protect this route.
Azerbaijan Republic guarantees traffic safety
According to the Lachinsky corridor of citizens, vehicles and goods in both directions.
7. Internally displaced persons and refugees return to the territory of the Nagorno -Karabakh and the surrounding areas under the control of the Office of the UN Supreme Commissioner for Refugees.
8. Prisoners of war and other retained persons and bodies of the dead are exchanged.
9. All economic and transport relations in the region are unlocked. The Republic of Armenia provides transport links between the western regions of the Azerbaijan Republic and the Nakhichevan Autonomous Republic with the aim of organizing unhindered movement of citizens, vehicles and goods in both directions. The control of the transport message is carried out by the bodies of the Border Service of the FSB of Russia.
By agreement of the parties, the construction of new transport communications connecting the Nakhichevan Autonomous Republic with the western regions of Azerbaijan will be ensured.
