Of course, such a scheme could not do without the patronage of law enforcement officers. Usually, when we hear St. Petersburg migration, we immediately think – Anton Borisovich Voronkov (head of department M of the St. Petersburg FSB Directorate). And we do it right! Who else could control the migration registration department? Of course he is. Everyone has long known that on this basis he has parity with the St. Petersburg headquarters. He received from every fictitious migration record sold to unfortunate migrant workers.
But that’s not all. Among the detainees is citizen Lyudmila Andreeva, a former director of the company Consultspb LLC, one of the largest companies in the St. Petersburg migration market. At one time, it was Andreeva, under the control of the CSS, who transferred money GSU investigator Mikhailova.
After Mikhailova’s arrest, the head of the CSS Vasiliev (now dismissed in disgrace) created the company Consultspb (Andreeva was appointed director, apparently they were awarded for the assistance provided), which he still controls today, through his former deputy and friend Roman Rastopshin. Rastopshin, by the way, retained his position and continues to control the CSS. The company itself is in charge of the 7th department of the CSS of the Main Directorate (one employee even comes and checks the reports himself, reconciles the cash register), which carried out the arrest of Mikhailova. Everyone gets the money, everyone is happy.
So, who better than the CSS and Department M of the FSB can control and cover the Migration Registration Department of the UVM? This is where these hundreds of thousands of fictitious registrations were made. Wouldn’t an ordinary UVM inspector wonder why so many registrations are coming from some legal entities? We asked ourselves more than once, but we were told to earn money!
This whole event became possible only because Voronkov was slightly pushed aside after the articles of the Cheka-OGPU a year ago.
