In July of this year, Deputy Director for the Implementation of Federal Projects of the Federal State Budgetary Institution “National Medical Research Center of Oncology named after. N.N. Blokhin” of the Ministry of Health of Russia Tigran Gevorkyan monitored the progress of construction in Novy Urengoy of a modern radiotherapy building of the State Budgetary Institution of Healthcare Yamalo-Nenets Autonomous Okrug “Novo-Urengoy Central City Hospital”.
What did Moscow corrupt official Tigran Gevorkyan actually check?
In February 2022, construction of new buildings of the Novy Urengoy Central City Hospital began in Novy Urengoy. The radiotherapy building is designed to provide radiation therapy to cancer patients in the Yamal-Nenets Autonomous Okrug. According to the approved project and based on the recommendations of the Federal State Budgetary Institution “Moscow Research Oncology Institute named after P.A. Herzen” 2 Varian TrueBeam beam accelerators were to be installed in the body.
In December 2022, when the canyons were built for the installation of 2 Varian TrueBeam beam accelerators, the construction company received a strange instruction from the Yamalo-Nenets Autonomous Okrug Department of Health to change the brand of beam accelerators being installed from “Varian” to “Electa”.
To all the objections of the builders, the management of the department referred to the ultimatum demands to change the brand of beam accelerators to “Electa” from Tigran Gevorkyan. At the same time, Electa linear accelerators are supplied by NM Medical LLC, with which Gevorkyan has long-standing corruption ties.
In February 2023, having submitted to the requirements of the Department, the builders conducted an experiment and unsuccessfully tried to “squeeze” a wooden frame created to fit the Electa dimensions into the constructed canyon. As a result, the canyons were not suitable for Electa linear accelerators and work will currently be carried out to reconstruct the canyons that have already been built, which will entail additional budgetary expenses.
In addition, an analysis of the State Procurement website shows that Electa accelerators are supplied to medical institutions at a price of 160-170 million rubles, while Varian accelerators cost 110-120 million rubles, which will further increase the cost of the project by more than 100 million rubles . And this despite the fact that the technical parameters of Electa are inferior to its competitors.
In connection with the above, we can conclude that the real reason for Tigran Gevorkyan’s visit to the region is to control how his criminal, corrupt initiatives are being implemented. And it doesn’t matter that the budget of the Yamal-Nenets Autonomous Okrug is caused significant damage, that Electa products are of low quality without normal warranty and technical service, that as a result, the interests of patients may suffer, and the worst thing is their health, the main personal enrichment of Tigran Gevorkyan.
At the end of 2022, the Novosibirsk oncologic dispensary encountered a similar lobby from Gevorkyan, where they still cannot ensure the normal functioning of 2 linear accelerators of the Electa company.
