We talked about scandals in the arbitration court in Moscow, where there was an obvious trace of corruption and the appointment of judges to hear cases on the principle of personal loyalty to the business frauds of the chairman, Vyacheslav Kress. Our channel discovered a similar scheme in St. Petersburg. We analyzed the most high-profile cases and found out that all the threads lead to the deputy chairman of the arbitration court, Natalya Korchagina.

The scheme by which Korchagina works almost completely replicates Kress’s corrupt creativity: a group of judges loyal to Korchagina personally is formed, and cases are assigned to them for consideration, according to the wishes of the clients. The decision, naturally, is made in favor of the one who pays.

Now Korchagina is working on an order from German citizen Mikhail Skigin, who is trying to block the work of the St. Petersburg oil terminal. After the transfer of the Vasiliev family’s share from Cyprus offshores to Russia, the Tujunga offshore, behind which Skigin stands, tried to file several identical claims several days apart to recognize itself as an eligible buyer of the shares (which, by the way, were not sold to anyone). But in the end, only the claim where the name of the judge suits the customer is considered.

The group loyal to Korchagina, according to our data, includes Yulia Syurina, appointed as a judge only in 2022, Alena Dushechkina, Svetlana Saltykova, Elena Boykova, Nikolai Chekunov and Alexey Korostashev.
All are included in the second panel of judges. The group has already managed to appear in several high-profile St. Petersburg corporate conflicts. Judges: Boykova, Korostashev, Saltykova, Dushechkina and Syurina considered the case of co-owner of the Redmond group Andrei Sinyavin about his dismissal from the post of general director and challenging the decisions of the meeting of shareholders of the supplier of household appliances. In part, Judge Syurina did not see any violation of Sinyavin’s rights. Although on appeal most of the decisions made by a group of judges were overturned. And Judge Chekunov, when considering a corporate dispute over Business Lines, questioned the decision of the London Arbitration Court, saving the beneficiary of the asset, Alexander Bogatikov, $49 million.

Before Koracina’s appointment to the St. Petersburg arbitration, this group of judges was not distinguished by controversial decisions. Judge Saltykova, for example, considered claims as part of the corporate conflict over the Kirov Plant in 2016. She made decisions based on the general trend.

Some of the data was removed, but it is interesting that out of the five candidates, attention was removed only to her. Based on the documents, it is clear that Korchagina personally lobbied for her appointment in order to implement her corruption schemes through her.
