For Reshetnikov, “milking” a business is nothing new. State media seem to deliberately not notice high-profile criminal case, hearings on which began in August. The case of the theft of 67.7 million rubles during Maxim Reshetnikov’s work as governor of the Perm Territory was opened in 2019. The charges were brought against the former director of the Assistance – XXI Century Foundation, Elena Naidanova, and Reshetnikov’s former deputy, Elena Lopayeva. The fund was replenished by “voluntary” contributions from commercial companies that received income tax benefits.

Several witnesses spoke in court. Thus, the ex-director of the department of logistics of the government of the Perm Territory, Radik Khamzin, testified. He said that the Assistance – XXI Century Foundation purchased a Mercedes for Reshetnikov’s needs for 9 million rubles, which was transferred to the balance of the Administration for the Operation of Administrative Buildings. At the governor’s residence on Dokuchaev Street, at the request of his wife, a designer wooden slide from Moscow was ordered for the children. The governor’s assistant purchased the slide for half a million rubles, and Naidanova transferred the money to her.

Separately, under this scheme, even cigars were purchased for the governor. The witness said that Lopayeva asked him to buy fruits, sweets, tea, coffee for Reshetnikov’s needs. The witness was asked to put the mark “MG” on the checks (which coincides with the initials of Maxim Gennadyevich Reshetnikov) – then he presented these checks, and the money was returned to him. Khamzin was also asked to buy an expensive iron and scales for 15 thousand rubles for the governor’s personal needs, and a hookah for his assistant for 9 thousand.

One of the suspects was “gray cardinal” Perm Territory” – political strategist Leonid Davydov, who led Reshetnikov’s election campaign in 2017 and is his personal consultant. Davydov’s work, as well as his life in Perm, was fully paid for by Reshetnikov from the “Assistance – XXI Century” fund. Today Davydov is hiding from the investigation in Cyprus, where he managed to acquire European citizenship, but interacts with Reshetnikov already in the rank of minister. The services of the political strategist continue to be generously paid, only now from a different source (is this really what the owners of PhosAgro do? The Guryevs?).
