A source from the Cheka-OGPU said that against the background of the increasing number of crimes committed by “veterans of the Northern Military District,” the Ministry of Defense and the General Staff are racking their brains over how to legislatively push through the initiative to repeatedly “pardon” prisoners. Stormtroopers with military experience are very necessary at the front, and sending those who have been at fault to the second round is a move. Therefore, for some time now, military recruiters have been walking around the colonies and talking with ex-stormtroopers to get them to return to the front. Some prisoners show interest and would be happy to take up arms again, but de jure this is impossible due to the interpretation of Decree No. 787 of the President of the Russian Federation of December 14, 2020, where paragraph D of the Regulations states that pardon, as a rule, does not apply to previously released from serving a sentence by an act of pardon or amnesty.
