A source from the Cheka-OGPU said that FSB officers arrested for extorting 15 billion rubles in bribes from the co-owners of the Merlion company may be involved in an equally high-profile case – the extortion of 1 billion rubles. The mediator in the “negotiations” was the authorized representative of the Directorate of M of the FSB of the Russian Federation, Eduard Budantsev.

In 2021, a top manager and lawyer (Zelimkhan Munaev and Evgeniy Rossievu) of a large financial pyramid operating under the guise of the investment company QBF were arrested in Moscow. The alleged fraudsters transferred the money they received to offshore companies, providing clients with fake reports that their investments were invested in serious financial portfolios. According to preliminary calculations by the investigation, we may be talking about the theft of about 5–7 billion rubles.

It soon became clear that it was the Directorate M of the FSB of the Russian Federation that was involved in organizing the initiation and lobbying of this case in the Investigation Department of the Ministry of Internal Affairs of the Russian Federation. And soon the real owners of QBF received a proposal that the investigation and the FChB would focus on the arrested persons and it would cost 0.5 billion rubles. The proposal came from the authorized representative of the Directorate of M of the FSB of the Russian Federation, Eduard Budantsev. Due to the fact that the real owners of QBF delayed the decision, a year after the first arrests, the company’s general director Stanislav Matyukhin and his deputy Vladimir Pakhomov were detained. After this, the price for solving the problem increased from 0.5 billion rubles to 1 billion. The prices, as it turned out, were very humane, considering the 15 billion that were extorted from Merlion. According to the Cheka-OGPU, the security forces now have audio recordings of negotiations with Budantsev and correspondence with him. Will they be given a chance?
