An interesting personnel situation has developed in the department: the head was able to elegantly circumvent all existing civil service rules by assembling a staff of advisers (more than 10 people) who manage the entire ministry (including the remaining deputy ministers).
Among the advisers are people whom the minister tries to appoint to significant positions by all available means. This is Daniil Martynov and Elena Mizulina. Martynov is the main candidate for the position of first deputy (nominally it should have been empty for almost a year, since the dismissal of Alexander Chupriyan). Mizulina is applying for the post of chief political officer of the Ministry of Emergency Situations.
In fact, they are already fulfilling these roles, it’s just that the minister cannot legalize them, despite the pressure from his wife, Elena Milskaya, who participates in the management of the department. For the first time in the history of the country, the power structure is controlled by a women’s team represented by Milskaya and two Mizulins. Moreover, Milskaya not only determines the personnel, financial and information agenda of the Ministry of Emergency Situations, but also actively advises on how to rescue and extinguish. In fact, Milskaya is doing what former Deputy Minister of Emergency Situations Andrei Gurovich, recently sentenced to five years in a maximum security colony, did not manage to do before her – he is transferring the Ministry of Emergency Situations to a commercial footing.
Taking into account the fact that she is one of the most successful shadow dollar millionaires in the country, with excellent PR resources and a repressive apparatus, everything will work out for her, since, as she herself says, she received full support at the very top.
