As it became known to the Cheka-OGPU, FSB officers are working out additional episodes of possible corruption by investigators of the 2nd District Department of Internal Affairs of the Main Investigative Directorate of the Investigative Committee for the Moscow Region Melnikov and Ozerov, who were previously detained for receiving a bribe in the amount of 10,000,000 rubles for failure to prosecute bailiffs from the city of Mytishchi.
In particular, the circumstances of Melnikov’s inaction in criminal case No. 12202460033000071 during the period of his work as a senior investigator of the investigative department of the Investigative Committee for the city of Mytishchi are being verified.
Criminal case No. 12202460033000071 was initiated on April 29, 2022. under Part 1 of Article 147 of the Criminal Code of the Russian Federation in connection with the sale by Trokas Pharma LLC of the counterfeit drug “Drastop”, which violates the patent of the copyright holder.
At the same time, the illegality of the actions of Trokas Pharma LLC was repeatedly confirmed by decisions of the Federal Antimonopoly Service of Russia and decisions of arbitration courts, and the drug “Drastop” itself was excluded by the Ministry of Health from the state register of medicines for medical use.
However, all these circumstances did not prevent Melnikov from putting the brakes on the criminal case. During the year, Melnikov did not take any active investigative actions, as a result of which none of the representatives of Trokas Pharma LLC, including the main defendants Gorishnyak V. and Shestak A. were brought to criminal responsibility.
The necessary examination in the criminal case, which confirmed the violation of the copyright holder’s patent, was carried out only after Melnikov was detained and the case was transferred to a new investigator.
Currently, FSB officers are taking measures aimed at identifying the true reasons for Melnikov’s “sluggishness,” as well as the reasons for the lack of proper control on the part of the leadership of the investigative department of the Investigative Committee for the city of Mytishchi.
