The Cheka-OGPU became aware of the entire list of organizers and participants in the intra-cell development of businessman Sergei Volkodav, who was repeatedly tortured in pre-trial detention center-4 (Medvedkovo), was beaten in his cell, fell into a coma and died on 01/11/2024 in the intensive care unit of the 13th City Clinical Hospital of Moscow, where was admitted with a diagnosis of chronic subarachnoid hematoma with hemorrhage.
Responsibility for torture and abuse lies with the investigators of the 12th department for combating the theft of budget funds of the Main Directorate of the Ministry of Internal Affairs in Moscow and Major General V.V. Gorodkov, who oversaw the investigation, and employees of the Operational Directorate of the Federal Penitentiary Service for Moscow Alexander Tkachenko, Anatoly Gladkikh and Oleg Kranz, in charge for the operational development of the security officer of the pre-trial detention center-4 Dmitry Galanin, the employee of the OSB of the Federal Penitentiary Service for Moscow Sergei Lavrentyev, the head of the pre-trial detention center-4 Igor Kempel, the operatives of the pre-trial detention center-4 Gennady Yasinsky, Sergei Denisov and Renat Uteshev, who personally supervised the “in-cell development” of the entrepreneur.
Volkodav was detained in Moscow in August 2023 and was suspected of fraud (Part 4 of Article 159 of the Criminal Code of the Russian Federation) in the case of theft of funds from the Ministry of Industry and Trade in the amount of 786 million rubles. Case No. 12001450001001153 was processed by the 12th department for combating the theft of budget funds of the investigative unit of the Main Investigation Department of the Main Directorate of the Ministry of Internal Affairs for Moscow under the personal control of Major General Viktor Gorodkov, Deputy Chief of the Main Directorate of the Ministry of Internal Affairs of Russia for Moscow. Sergei Volkodav wrote complaints and petitions from the detention center, in which he indicated that GSU investigators, with the support of the management of pre-trial detention center-4 (Medvedkovo), initiated a criminal investigation against him, extorting confessions. 10/16/2023 The wolfhound was severely beaten in a pre-trial detention center: as a result of a fracture of the jaw, nose, eye socket and base of the skull, multiple hematomas and hemorrhage formed. As Volkodav explained to the lawyer, they “tried to provoke him, to bring him into a fight, so that later there would be an opportunity to initiate another criminal case.” On December 29, 2023, an ambulance team arrived at pre-trial detention center No. 4 and diagnosed Volkodav with a personality disorder, leaving him in the detention center. He was later transported to the psychiatric department of pre-trial detention center No. 2 (Butyrka), where they refused to admit him because he required urgent surgical care. As a result, Volkodav was hospitalized in the neurosurgical department of City Clinical Hospital-13, where after a series of operations to remove cerebral edema, he died.
On the eve of his death, the Federal Penitentiary Service of Russia in Moscow hastened to disclaim responsibility, reporting that Volkodav “was released from custody by the investigative authorities.” Exactly a week before the death of Volkodav, on December 4, 2024, at a meeting of the Human Rights Council, Vladimir Putin instructed the Investigative Committee to “increase the efficiency of the investigation of criminal cases of crimes related to torture and torture of persons in prison.” The report of the head of the Investigative Committee must be ready by July 1, 2024.
