The Cheka-OGPU became aware of the details of the investigation into the theft of billions in government contracts for road maintenance. As it turned out, the General of the Ministry of Internal Affairs, the First Deputy Minister of Transport of the Russian Federation and businessmen close to them worked closely together.

Previously, we reported about searches in the office of the head of the Federal State Institution Uprdor “Moscow – Nizhny Novgorod” Alexander Nefedov. According to materials collected by local intelligence officers about the official, he received kickbacks from the contractor JSC Rekon Energo. It turned out that the general director of the company, Maxim Ryabtsev, paved the way to the trough through friendship with the First Deputy Minister of Transport of the Russian Federation, Andrei Kostyuk. It became possible to unravel the corruption tangle when it became clear who brought them together – we are talking about the founder and general director of UK Rekon LLC (where Ryabtsev is also the founder) Valery Chernikov, who is the brother of the head of the Main Directorate for Road Safety of the Ministry of Internal Affairs of Russia, General- police lieutenant Mikhail Chernikov.

Andrey Kostyuk was deputy head of the federal road agency from December 2012 to September 2018.

Since September 2018 – head of the federal road agency.
Since November 2019 – Deputy Minister of Transport of the Russian Federation – Head of the Federal Road Agency.
Since February 2021 – First Deputy Minister of Transport of the Russian Federation.

It is this fact that explains the fact that in the period from 2015 to the present, CJSC Rekon Energo has won more than 30 government contracts worth more than 6 billion rubles with organizations subordinate to the Ministry of Transport, including:

FKU Moscow – Volgograd three GCs for a total amount of 868,763,503 ₽.
State company “Avtodor” 4 GK for a total amount of 1,076,683,680 rubles.
FKU Chernozemupravtodor three civil codes for a total amount of 265,826,016 rubles.
FKU Kavkaz one GK in the amount of 21,303,313 ₽.
FKU Moscow – Kharkov 8 GK for a total amount of 3,846,598,236 ₽.
FKU Moscow – Nizhny Novgorod 4 GK for a total amount of 1,427,232,296 ₽.
FKU Chernomorye 2 GK for a total amount of 486,650,602 ₽.

And when all this was revealed (even if for now only in the example of the Moscow-Nizhny Novgorod Uprador), the main persons involved in the schemes began to be taken out of harm’s way. It is the fact that the leadership of Rekoenergo, the Ministry of Transport and the State Traffic Safety Inspectorate are connected by one chain of corruption that gives this opportunity to the head of the FKU Uprdor “Moscow – Nizhny Novgorod” Alexander Nefedov to avoid criminal prosecution by law enforcement agencies of the Vladimir region for now. Which, by the way, in every possible way hinder the inspection by the regional FSB officers.
