As colleagues from the editorial office of Lisa reported, road reform has begun in the Leningrad region. It is planned to move private companies away from budget money, and to carry out the maintenance and ongoing repairs of regional roads on their own by departmental state budgetary institutions, under the control of the newly created Road Construction Directorate (DDS). The goal of the reform, it would seem, is good – savings. But the figure of the appointed director of DDS, Dmitry Donskoy, raises big questions. As colleagues noted, Donskoy comes from the road monster “EuroTransStroy” (ETS) of billionaire Sergei Rakcheev, which the Cheka-OGPU has spoken about more than once. The ETS company is mainly engaged in the repair of federal highways, has government contracts already worth 100 billion rubles and is associated with a powerful group of officials from the structures of the Ministry of Transport of the Russian Federation. However, under their wing are not only federal highways, whose budgets are supervised by Deputy Minister of Transport Andrei Kostyuk, but also entire regions of the country, such as the Kursk region. Now, apparently, the Leningrad region is also joining the necklace of feeders under their control. By the way, the amount of government orders from only the largest companies of the group, under the leadership of such businessmen as Sergei Rakcheev, his close partner Sergei Trubnikov, their accomplice Pavel Konashenkov, and several others, in total already reaches a whole trillion rubles!
