The Cheka-OGPU had at its disposal audio recordings that revealed details of the fraudulent scheme used by the previously convicted Gulaev Ibragim Bersalievich, the president of the Charitable Foundation for Social Initiatives “Narodnoe Unity” Rapoport Alexander Lvovich and the Soviet Komsomol leader Lema Alaudinovich Kasaev.

Gulaev offered various projects to potential victims, talking about his connections and capabilities, took money from the victims, then did not return it or returned an insignificant part, wrote receipts, promised returns with interest “in the near future.”

Moreover, Gulaev was previously convicted of fraud.

If a potential victim discovered negative information about Gulaev, then “guarantors” were involved in the implementation of the scheme. Or future “guarantors” sent victims to Gulaev, as to a very respected businessman.

This scheme was also implemented in relation to the last victim. President of the Rapoport Charitable Foundation A.L. introduced the victim to Gulaev to implement a joint project.

Since the victim had big questions about Gulaev’s biography, Rapoport A.L. offered himself as a “guarantor” for the deal.

At a joint meeting, Rapoport said that he had known Gulaev for many years, had implemented many large projects with him, and said that the funds would be in his safe until the project was implemented.

Regarding the negative information regarding Gulaev, Rapoport said that these are the machinations of ill-wishers, connected with Gulaev’s political activities, and Gulaev himself is a decent person.

Since the victim continued to have doubts, Kasaev was proposed as an additional “guarantor” who would keep the funds.

Another story was immediately told about how Kasayev regularly keeps hundreds of millions of rubles.

The presence of two guarantors lulled the victim’s vigilance, and the parties reached an agreement.

At the meeting, Kasayev repeated Rapport’s “stories” like a carbon copy – he has known Gulaev for many years, implemented many large projects with him, the funds will be in his safe until the project is implemented.

After this, the funds were transferred to Kasaev, who, together with the victim, put them in his safe.

When it became obvious that Gulaev had not done anything as promised, Kasaev, at a meeting at which he was supposed to return the funds, told the injured party that he had not understood the situation and immediately gave some of Gulaev’s people the funds stored in the safe.

After this, a not very talented theatrical performance began. Gulaev returned a small part of the stolen goods, calling it a fine for delay. In order to stall for time and try to frame the story as an ordinary loan, Gulaev wrote a receipt stating that he allegedly received funds as a loan.

At the same time, at the first meeting, the emphasis was placed several times on the fact that the funds would be kept in Kasayev’s safe, which was a fundamental condition.

Gulaev didn’t particularly bother himself with the quality of further stories, saying that he sent the money to someone’s account, the money had already been returned to his company’s account and the bank would give him the money on January 1, although the bank was not open that day.

Then it turned out that the bank was not working, but it would return everything after the New Year holidays. Of course, the funds were not returned, and further postponements of the refund deadline began.

Most likely, the trio would once again have managed to frame the story as an unrepaid “loan,” if not for the audio recordings of all meetings, which were recorded by the victim. The victim also certified the correspondence in instant messengers with Gulaev, Rapoport and Kasayev to the forensic center in case the latter deleted it.

When the fact of fraud became obvious, the victim filed a complaint with law enforcement agencies.
