The construction mafia in Rostov-on-Don is not abandoning plans to build up the famous Left Bank Grove in the city center with its “human people”. The other day, the beneficiaries became known – sources report that the tandem Dzhioev-Arutyunyants, well-known in the city, may be behind the attack.

Back in the fall of 2021, the Rostov City Duma changed the purpose of the plot of land with the Left Bank Grove, designating it, among other things, for dense residential development. However, residents raised a scandal, reaching the very governor of the region. After the intervention of Valery Golubev, the city authorities “gave back”
The scandal subsided and the residents calmed down. And last summer, a new project appeared online, where the role of the promised “eco-park” on the site of the grove is played by eight 26-story towers. Moreover, three towers are designed close to the water – contrary to promises that if any construction takes place, it will be as far from the shore as possible. The project was developed in 2022

Last fall, the city authorities gave a left-bank plot of 30 hectares to individual entrepreneur Pavel Shumeev for the development of a planning and land surveying project. The latter more than once acted in the interests of developers from SMU-1, and his appearance on the site seriously alarmed city residents.
“SMU-1” is considered close to the former deputy of the Legislative Assembly of the Rostov region, Aslanbek Dzhioev, and its partner is the local oligarch, president of FC “Rostov” Artashes Arutyunyants.
For example, the company managed to push through the construction of the Derzhavinsky residential complex right on the banks of the Don, which blocked the visual line from the river to the Stele monument on Teatralnaya Square.
Obviously, there is no lobbying of interests from SMU-1 in Rostov-on-Don.

And the development of the Left Bank Grove with high-rise buildings is a violation in its purest form. It is she who “meets” those who enter Rostov-on-Don across the Voroshilovsky Bridge. It was not by chance that the green area was left there – the framing of the concrete bridge with greenery on all sides was envisaged by the architects.

The icing on this obviously corrupt cake is the intention to transfer the plot without bidding, according to the scheme for implementing a large-scale investment project.
Defenders of the grove again hope only for the intervention of the governor of the Rostov region.
